In order to better facilitate the sharing of the successful experience in building “the Belt and Road” between the enterprises in our province, on the afternoon of August 3, Deputy Director General Li Xinqiu led a team to Hunan Xuanye for investigation, accompanied by relevant responsible comrades from the Provincial Department of Finance, the Foreign Trade Vocational College, the Department Cooperation Office, the Asia Office and the United States Department.
Xu Guowu, Chairman of Hunan Xuanye Company, received the research team and introduced the development in Laos over the past two years. Registered in Laos in October 2014, Hunan Xuanye (Laos) Co., Ltd. mainly engaged in the processing and sales of crops. With more than two years of development, Xuanye has not only helped the Lao government to open up a channel for exporting grain to China, but also helped Laos to improve its rice breeding system and establish a standardized rice processing system. At the same time, it has also established an inspection and quarantine standard system for Lao agricultural exports in accordance with current Chinese standards. After the construction of the China-Laos railway, Xuanye joined the Lao government and planned a modern ecological agriculture industrial park near Vientiane station of the China-Laos railway to promote the development of modern agriculture in Laos with the help of the China-Laos railway. The agricultural industrial park will focus on the entire industrial chain of agriculture and form a modern industrial park that integrates production factors, technology and equipment, production and marketing, and primary industry, secondary industry and tertiary industry. At present, the park is listed in Lao national development plan and is applying for preferential loans from China, aiming to officially put the park into operation when the China-Laos railway opens to traffic.
Deputy Director General Li Xinqiu fully affirmed Xuanye after listening to the introduction of the project. He said that Chairman Xu is a thoughtful entrepreneur of dreams. He is the practitioner of “the Belt and Road Initiative”. As a private enterprise, Xuanye has not only pursued economic benefits by going global, but also contributed to the development of the Lao people by taking into account social benefits and shouldering social responsibilities, which fully embodies the profound connotations of “five connections and three similarities” in “the Belt and Road” Initiative. He pointed out that Hunan Xuanye’s successful experience in Laos is worth learning and summarizing, such as how to promote the “going global” from Chinese technology to Chinese brands and standards ; how to develop from single enterprise investment cooperation to industrial chain investment cooperation to drive the output of industrial capital in the province and how to use small enterprises to drive big diplomacy and extend economic cooperation to strategic cooperation at the national level, etc. In the next step, the Provincial Department of Commerce, while summarizing the projects concerning “going global”, should also strengthen the research work on policies and make the good use of living financial funds to provide the enterprises with as much help as possible instead of just adding brilliance to the present splendor.
